Articulo 232 . La determinación de las plantas de personal, o sea la creación, supresión y fusión de cargos en la administración departamental corresponde a los Gobernadores. Esta función se cumplirá con sujeción estricta a las normas que expidan las Asambleas sobre nomenclatura, clasificación y remuneración de empleos, y sin que se puedan crear a cargo del tesoro departamental obligaciones que superen el monto fijado en el presupuesto inicialmente aprobado para el pago de servicios personales.
