Articulo 225 . Los Departamentos y sus entidades descentralizadas no podrán celebrar ninguna operación de crédito interno cuando el servicio total de la deuda pública respectiva represente en la correspondiente vigencia fiscal una suma superior al treinta por ciento (30%) de sus rentas ordinarias incluyendo el nuevo empréstito. Para los efectos de este articulo, no se consideran rentas ordinarias las provenientes del Situado Fiscal ni las transferencias para educación y prestaciones sociales a que se refiere la Ley 43 de 1975.
