Articulo 224 . Las Asambleas Departamentales y las juntas o consejos directivos de los organismos descentralizados, no podrán aprobar los presupuestos de tales entidades si en ellos no se hubieren incluido las partidas necesarias para atender oportuna y totalmente el pago del servicio de toda la deuda que resulte exigible en la vigencia respectiva, por concepto de los empréstitos contratados.
