Articulo 223 . Los empréstitos de que tratan los artículos anteriores no podrán contar con garantía de la Nación, ni el Gobierno podrá incorporar en el proyecto de presupuesto nacional partida alguna destinada a financiar mediante aportes o préstamos el servicio de dicha deuda.
