Los Departamentos no podrán establecer con ningún nombre, gravámenes sobre los artículos de cualquier género que transiten por su territorio, procedentes de otro Departamento o encaminados a él, y que por condiciones topográficas especiales necesiten atravesar el territorio de un Departamento distinto.
