Articulo 198 . Ninguna rifa establecida o que se establezca en el país puede lanzar a la circulación, ni tener ni vender billetes fraccionados, ni repartir ningún premio en dinero en cualquier cantidad que sea, ni podrá ser de carácter permanente. Los Gobernadores quedan encargados de velar por el estricto cumplimiento de este articulo, e impondrán a los infractores de el multas iguales al valor total de dichas rifas. El producto de tales multas ingresarán al fondo especial de beneficencia del respectivo Departamento. XVI. JUEGOS DE APUESTAS PERMANENTES.
