Articulo 192 . Si el monto del Situado Fiscal y de los recursos previstos en el articulo anterior, llegare a ser superior al valor de los gastos de funcionamiento de la educación primaria y de salud, como se establece en el articulo 190, el excedente, certificado por el Ministerio de Hacienda, deberá apropiarse para atender gastos de inversión de las entidades beneficiadas y de sus Municipios, de acuerdo a los planes y programas legalmente adoptados por ellas.
