Articulo 191 . Las entidades territoriales a que se refiere el artículo 186 deberán apropiar para gastos de funcionamiento de educación primaria y de salud, además del Situado Fiscal, el porcentaje de sus ingresos ordinarios que en 1972 destinaron a los mismos fines.
