En la ley de presupuesto se apropiará el porcentaje de los ingresos ordinarios de la Nación que debe ser distribuido entre los Departamentos, las Intendencias y Comisarías y el Distrito Especial de Bogotá en la forma que este Decreto determina. El valor total de esa apropiación se denomina "Situado Fiscal".
