Con excepción de los inmuebles contemplados en el Concordato con la Santa Sede, y de los bienes de uso público que define el articulo 674 del Código Civil, los demás predios de propiedad pública o particular podrán ser gravados con la contribución de valorización. Están suprimidas todas las exenciones consagradas en normas anteriores al Decreto 1604 de 1966.
