Es libre, en todo el territorio de la República, la circulación y venta de loterías departamentales. En consecuencia, en ningún Departamento o Municipio se podrá impedir ni estorbar la circulación y venta de billetes de loterías de otros Departamentos. Facultase a las Asambleas Departamentales para gravar hasta con un diez por ciento (10%) del valor nominal de cada billete, y con destino exclusivo a la asistencia pública, la venta de billetes de loterías de otros Departamentos.
