Los Departamentos, Intendencias, Comisarías y Distrito Especial de Bogotá no podrán establecer gravámenes adicionales sobre la fabricación. introducción, distribución, venta y consumo de cigarrillos, nacionales y extranjeros, bodegajes obligatorios, gastos de administración o cualquier otro gravamen, distinto al único de consumo que determina esté Código. Los Departamentos, Intendencias, Comisarías y el Distrito Especial de Bogotá, podrán establecer contractualmente el servicio de bodegaje oficial, sin perjuicio de que los particulares puedan utilizar, sin que ello les implique erogaciones o cargas adicionales, su propio sistema de bodegaje, conforme a las normas vigentes.
