El consumo de cigarrillos de producción extranjera causará el impuesto del cien por ciento (100%) sobre el valor CIF vigente en el último día de cada trimestre. Ese valor será certificado por el Incomex dentro de los diez (10) primeros días del siguiente trimestre para cada una de las marcas de cigarrillos y regirá para la liquidación de los impuestos durante dicho lapso. Así mismo, fijará el Gobierno Nacional, para el mismo período, el tipo de cambio aplicable para estos efectos.
