Cédese el impuesto de timbre nacional de que trata el artículo 111 a los Departamentos, Intendencias, Comisarías y al Distrito Especial de Bogotá; en consecuencia, dicho impuesto será recaudado por las referidas entidades territoriales. Sin embargo, los Departamentos podrán convenir con los Municipios capitales de Departamento y con aquellos donde existan secretarías de tránsito clase A, formas de recaudación delegada del tributo. Cédese igualmente el debido cobrar existente por este concepto a las entidades territoriales mencionadas en este artículo.
