En desarrollo de lo dispuesto en los artículos 6º, 187 ordinal 7º, 197 y 199 de la Constitución Nacional, las entidades territoriales de la República deberán seguir, en la preparación, presentación, trámite y manejo de sus presupuestos, normas y principios análogos a los consignados en el Decreto 294 de 1973, conforme a la reglamentación que expida el Gobierno Nacional.
