Los bienes, derechos, valores y acciones que por leyes o por decretos del Gobierno Nacional, o por cualquiera otro título, pertenecieron a los extinguidos Estados Soberanos, continuarán siendo propiedad de los respectivos Departamentos. Exceptúanse los inmuebles que se especifican en el artículo 202 de la Constitución. (Artículo 184 de la Constitución Política).
