Las ordenanzas u otros actos de las Asambleas Departamentales anulados definitivamente por los Tribunales de lo Contencioso Administrativo, en el concepto de ser contrarios a la Constitución o a las leyes, o lesivos de derechos civiles, no podrán ser reproducidos por aquellas corporaciones si conservan la esencia de las mismas disposiciones anuladas, a menos que una disposición legal, posterior a la sentencia, autorice expresamente a las Asambleas para ocuparse de tales asuntos.
