Todo proyecto de ordenanza debe referirse a una misma materia, y serán inadmisibles las disposiciones o modificaciones que no se relacionan con el mismo. El presidente de la Asamblea rechazará las iniciativas que no se ajusten a este precepto, pero sus decisiones serán apelables ante la misma Asamblea.
