Tienen derecho de proponer proyectos los Diputados de las Asambleas y el Gobernador, por conducto de sus secretarios. Las ordenanzas a que se refieren los artículos 60, ordinales 2º, 5º, 6º y 7º, 228, 231, 261 y 262 sólo podrán ser dictadas o reformadas a iniciativa del Gobernador. Las Asambleas conservan el derecho de introducir en estos proyectos y respecto de las materias específicas sobre que versen, las modificaciones que acuerden.
