Es prohibido a las Asambleas Departamentales

Dirigir exitaciones a corporaciones y funcionarios públicos, sin perjuicio de la atribución contenida en el artículo 62 numeral 11;

Intervenir por medio de ordenanzas o resoluciones en asuntos que no sean de su incumbencia;

Dar votos de aplauso o de censura respecto de actos oficiales;

Decretar a favor de alguna persona natural o jurídica gracias o pensiones;

Imponer gravámenes sobre objetos o industrias gravados por la ley, y

Nombrar a ninguno de sus miembros para empleos remunerados cuya provisión les incumba, ni incluirlos en las ternas que deban elegir para que otra autoridad haga el nombramiento respectivo. CAPITULO IV DE LAS ORDENANZAS.
