Los actos que dicten las Asambleas Departamentales para arreglar el curso de sus trabajos y que se denominan reglamentos, sufrirán sólo dos debates: el primero general, y el segundo en los términos indicados por la ley para el segundo debate de los proyectos de ordenanza, y no necesitarán de la sanción ejecutiva.
