Cuando las aguas se concedan para prestar servicios públicos, tales como recreación, acueducto, suministro para riego, las tarifas que el concesionario pueda cobrar, los criterios para su revisión periódica y las obligaciones y derechos del concesionario respecto a los usuarios finales del servicio, serán establecidos por la autoridad competente.
