En cualquiera de los casos a que se refieren los artículos 69 y 70 del Decreto - Ley 2811 de 1974, el Instituto Nacional de los Recursos Naturales Renovables y del Ambiente -INDERENA-, procederá a adelantar las negociaciones para la adquisición de bienes de propiedad privada y patrimoniales de entidades de derecho público, establecidas previamente las siguientes circunstancias

a)

La necesidad de adquisición de tales bienes;

b)

La determinación de los bienes que serán afectados;

c)

La determinación de las personas con quienes se adelantará la negociación.
