En caso de emergencia ambiental producida por inundaciones, deslizamientos de márgenes u otras catástrofes naturales relacionadas con las aguas o sus cauces o cuando existiere peligro inminente, el Instituto Nacional de los Recursos Naturales Renovables y del Ambiente -INDERENA-, podrá declararla. El Instituto Nacional de los Recursos Naturales Renovables y del Ambiente -INDERENA-, podrá alterar el orden de prioridades para el otorgamiento de concesiones o permisos, y en general, dar cumplimiento a lo dispuesto por los artículos 122, 196, 197 y 198 de este Decreto; imponer restricciones al dominio y adelantar expropiaciones a que haya lugar si se da alguna de las circunstancias previstas por el artículo 69 del Decreto - Ley 2811 de 1974.
