Toda reglamentación de aguas afecta los aprovechamientos existentes, es de aplicación inmediata e implica concesiones para los beneficiarios, quienes quedan obligados a cumplir las condiciones impuestas en ellas y sujetos a las causales de caducidad de que trata el Decreto - Ley 2811 de 1974 y el presente Decreto.
