Todos los habitantes pueden utilizar las aguas de uso público mientras discurran por cauces naturales, para beber, bañarse, abrevar animales, lavar ropas y cualesquiera otros objetos similares, de acuerdo con las normas sanitarias sobre la materia y con las de protección de los recursos naturales renovables. Este aprovechamiento común debe hacerse dentro de las restricciones que establece el inciso 2 del artículo 86 del Decreto - Ley 2811 de 1974.
