La Dirección General Marítima, DIMAR, goza de la facultad de matricular las embarcaciones pesqueras y de expedir las patentes de navegación. Igualmente, tiene la atribución de establecer normas de seguridad marítima y de controlar su cumplimiento. Así mismo, establece y controla las condiciones de navegabilidad, habitabilidad y estiba, efectúa inspecciones periódicas y vigila el cumplimiento de disposiciones náuticas.
