La pesca comercial industrial en aguas jurisdiccionales sólo podrá llevarse a cabo con embarcaciones de bandera colombiana, o de bandera extranjera cuando hayan sido contratadas por empresas pesqueras colombianas que destinen parte de su producción al abastecimiento interno del país, en el porcentaje que señale la Junta Directiva del INPA. El producto de la pesca deberá descargarse en puertos colombianos.
