En concordancia con el artículo 13 de la Ley 13 de 1990, corresponde al INPA participar en las reuniones del Conalpes, como invitado permanente. En desarrollo del artículo 24 de la Ley 13 de 1990, la Secretaría Permanente del Conalpes será ejercida por la Subdirección de Producción Pesquera del Ministerio de Agricultura.
