CAPACIDAD DE LOS ENTES DESCENTRALIZADOS. Todos los establecimientos públicos y empresas industriales y comerciales del Estado del sector de Minas y Energía son hábiles para recibir aportes de minas y para constituir entre ellas o con los de otros sectores, sociedades entre entidades públicas para dedicarse a la industria minera en todas sus ramas. Tal habilidad se extiende también a la constitución de sociedades ordinarias de minas entre sí y con particulares.
