PROCEDIMIENTO OFICIOSO Y SUMARIO. El procedimiento gubernativo de las solicitudes y propuestas de minas, es esencialmente oficioso. En consecuencia, por regla general, serán de cargo d e la administración darle curso progresivo y acopiar los documentos y pruebas necesarias para una resolución de mérito. En ningún caso habrá lugar a decisiones inhibitorias por causa de obstáculos formales. La naturaleza abreviada y sumaria de este procedimiento implica que en su curso no habrá otras notificaciones y traslados a los interesados o a terceros que los previstos expresamente en este Código o en sus reglamentos.
