DESPOJO Y PERTURBACION POR AUTORIDAD. Lo dispuesto en los artículos anteriores se aplicará por parte del Ministerio de Minas y Energía, cuando el despojo o la perturbación del derecho a explorar y explotar se causen por actos de las autoridades administrativas de todo orden, realizados en abuso o desviación de sus atribuciones o cuando ellas mismas pretendan explorar y explotar sin título o sin autorización especial y expresa de la ley.
