COMPETENCIA. El conocimiento de la acción de amparo administrativo a que se refiere el artículo anterior corresponderá en primer lugar y con carácter provisional a los Alcaldes municipales, en cuya jurisdicción se ubique el área del título minero. Si ésta correspondiere a varios municipios, cualquiera de ellos conocerá a prevención. Las resoluciones expedidas por el alcalde deberán ser remitidas dentro de los cinco (5) días siguientes al Ministerio de Minas y Energía, con los antecedentes respectivos, para efectos de la resolución definitiva.
