PREFERENCIA A LAS PERSONAS JURIDICAS NACIONALES. En la contratación de servicios de asesoría y consultora de cualquier clase, o de trabajos y servicios materiales que puedan prestar las personas jurídicas nacionales, serán preferidas a las extranjeras, en igualdad de condiciones de capacidad técnica y operativa. Cuando los proyectos mineros tengan financiación extranjera, en los correspondientes contratos de empréstito no podrá pactarse como condiciones de éste, contratar la interventoría o consultaría extranjeras.
