ALCANCE DE LAS TRANSFERENCIAS. Salvo disposición legal expresa en contrato; las transferencias que se han otorgado o se otorguen de la totalidad o parte de las regalías, participaciones y beneficios pagados al Estado, en favor de los departamentos, intendencias, comisarías, municipios, corporaciones autonomías y otras entidades, se entienden referidos exclusivamente a las que estuvieron o están establecidas como ingresos de la Nación. En consecuencia, los cánones, regalías, participaciones y beneficios pactados a su favor por los organismos descentralizados en la explotación de sus aportes mineros, pertenecen en su totalidad a éstos.
