PREFERENCIA A PEQUEÑA Y MEDIANA MINERIA. Las operaciones de los fondos se harán preferentemente a empresas y proyectos de pequeña y mediana minería. Esta preferencia deberá reflejarse en los programas y presupuestos anuales que de los recursos de dichos fondos adoptará la entidad administradora.
