NATURALEZA DE LOS FONDOS. Los fondos de fomento minero que el Gobierno haya creado o cree, funcionarán como sistemas de manejo de cuentas cuyo objeto será proveer de recursos económicos a la industria minera en todas sus actividades, la prestación de asistencia técnica y financiera, el mejoramiento de las condiciones sociales y económicas del pequeño y mediano minero y la preservación del medio ambiente bajo el régimen de administración, las fuentes de ingreso y las modalidades que en forma general, se señalan en el presente Código.
