DERECHO DE PRELACION. Las comunidades y grupos indígenas tendrán prelación para que el Ministerio les otorgue licencia especial de exploración sobre los yacimientos y depósitos mineros ubicados en una zona minera indígena. Esta licencia podrá comprender uno o varios minerales con excepción de carbón, minerales radiactivos y sales. El reglamento señalará el trámite y las formalidades de esta licencia especial.
