SISTEMA DE EXPLORACION Y EXPLOTACION. La exploración y explotación de carbón mineral de propiedad nacional, sólo puede realizarse mediante el sistema de aporte otorgado a empresas industriales y comerciales del Estado vinculadas al Ministerio de Minas y Energía. Esta podrá ejecutar dichas actividades y todas aquellas relacionadas, directamente o por medio de contratos con otras entidades públicas o con particulares. Las condiciones, términos y requisitos de estos contratos serán los establecidos por el presente Código.
