SISTEMA DE EXPLORACION Y EXPLOTACION. La exploración por métodos de subsuelo y la explotación de minerales radiactivos y de sus subproductos, se hará por actos otorgados al Instituto de Asuntos Nucleares. Este podrá ejecutar los trabajos directamente o por medio de contratos con particulares, celebrados atendiendo los criterios y reglas establecidas en los artículos 82 a 88 de este Código. Para estos efectos, se considera mineral radiactivo todo aquel que contenga torio y uranio en concentraciones superiores al 0.1%. Este valor podrá ser modificado por el Gobierno Nacional, siempre que las circunstancias técnicas y económicas así lo exijan.
