CRITERIOS GENERALES PARA LA CONTRATACION DE GRAN MINERIA. Las entidades descentralizadas, adscritas o vinculadas al Ministerio de Minas y Energía, sin perjuicio de su autonomía administrativa, técnica, industrial y comercial, deberán aplicar los criterios y reglas generales de contratación que se señalan en los artículos siguientes para los proyectos de gran minería, así como los procedimientos precontractuales de que trata el artículo 81 de este Código El Ministerio, con la asesoría del Comité de Política Minera expedirá reglas o pautas específicas, para la negociación de dichos contratos.
