º Delegar en los gobernadores la facultad de celebrar los contratos de arrendamiento de inmuebles, cuando la Nación colombiana los reciba en calidad de arrendataria, para el funcionamiento de los establecimientos educativos nacionales o nacionalizados, localizados en las entidades territoriales.
