Los empleados de la Rama Ejecutiva del Poder Público, los miembros del Congreso Nacional y los Magistrados de la Rama Jurisdiccional que, en el ejercicio de sus funciones perciban del Tesoro Nacional gastos de representación, pueden prestarlos de su renta líquida, por estar dichos gastos exentos del gravamen.
