Constitución de garantías. La Dirección de Aduanas Nacionales establecerá los plazos, modalidades y demás condiciones en que deban otorgarse las garantías, cuando las normas establezcan que determinada obligación deba ser respaldada con una garantía. No habrá lugar a constituir garantías cuando se trate de usuarios aduaneros permanentes e inscritos ante la Dirección de Aduanas Nacionales, o de entidades de derecho público.
