Principio de eficiencia. Las operaciones aduaneras a cargo de funcionarios de la Dirección de Aduanas Nacionales, deberán realizarse teniendo en cuenta que en el desarrollo de ellas debe siempre prevalecer el servicio ágil y oportuno al usuario aduanero, para facilitar y dinamizar el comercio exterior, y que al resolver los conflictos sobre trámites y procedimientos administrativos deben tener prioridad estos criterios frente a las formalidades.
