º.- Los pagos por sueldos o cualquiera otra forma de remuneración a los empleados públicos y a los trabajadores oficiales del orden nacional, departamental, intendencial, comisarial, distrital, municipal y de las empresas y establecimientos públicos, serán por servicios rendidos, los cuales deben comprobarse debidamente ante los respectivos funcionarios de la Contraloría General de la República y las demás Contralorías a quienes corresponde la vigilancia fiscal.
