Dependientes de la Procuraduría General de la Nación, créanse los cargos de Fiscales Instructores, competentes para practicar diligencias investigativas cuando fueren comisionados por el Procurador General de la Nación o por los Procuradores de Distrito, para casos especiales que así lo requieran por su gravedad o por tener que investigarse en lugares sometidos a diversas competencias territoriales. Los Fiscales Instructores cumplirán, además, las funciones de vigilancia que les asigne el procurador General de la nación y los procuradores de Distrito.
