Crease el tribunal superior disciplinario, integrado por cuatro magistrados, que seran elegidos por el consejo superior de la administración de justicia para periodos de cinco años, teniendo en cuenta la paridad política. En los casos de falta absoluta o temporal de dichos magistrados, el consejo nombrara en propiedad o en interinidad, respectivamente a quienes haya de reemplazarlos, conservado siempre la mencionada paridad política. El tribunal superior disciplinario dictara su propio reglamento y nombrara sus empleados subalternos.
