En las bases de los concursos deberá asignarse un coeficiente o puntaje especial a la circunstancia de hallarse los candidatos en el desempeño de un cargo judicial ganado por concurso. Cuando se trate de ascensos, se asignara el coeficientes o puntaje especial a la circunstancia que el candidato ocupe, por concurso de empleo correspondiente al nivel inmediatamente inferior al cargo por proveer. Este coeficiente o este puntaje no podrán ser tan altos que impidan el acceso de quienes sin estar en aquellas circunstancias, tengas las calidades constitucionales respetivas.
