º la carrera judicial tiene por objeto la selección de los funcionarios encargados de administrar justicia y de sus auxiliares exclusivamente en consideración a su idoneidad a sus meritos como también la garantía del derecho a ascender en el escalafón por rigorosa calificación en los concursos y a no ser sancionados, traslados ni removidos sino por justa causa, comprobada en un proceso adecuada.
